ArtSpace is a unique community project conceived of by the Art in Public Places standing committee of the Citizens' Council for the Arts in conjunction with the Friends of Head Start and the Harding Art Park Association.

An ongoing 5-year collaborative project which was started in 2001, the creation of this unique ArtSpace provides children, parents, teachers, artists and community members an opportunity to explore, create, discover and participate in a community public art project. The transformation of a simple pine grove to an inviting, artistic, fanciful art endeavor enhances the neighborhood as well as provides a beautiful setting for play and contemplation. Sue Flammia, one of the founders of Art on the Green, has spearheaded the project, in conjunction with Doug Fagerness, Director of North Idaho College Head Start, which is based in the Harding Family Center.

Renowned Spokane artist Harold Balazs has been instrumental in the design of the ArtSpace, working with and overseeing local and national artists as well as volunteers who have come to share their vision, expertise and hard work. During the summer of 2001, mosaic artist Kim Emerson, from San Diego, California, spent 8 weeks working with volunteers and a crew of six young women from Job Services to help create a tiled entry to the children's art space. Portland Sculptor Tommy Griffin spent several weeks creating the framework for future installations.
